2019 World Conference against A & H Bombs
For a Nuclear Weapon-Free, Peaceful and Just World
Call for Support for and Participation in the 2019 World Conference against A & H Bombs
February 12, 2019
The 74th summer of the atomic bombing of Hiroshima and Nagasaki is approaching. In these two A-bombed cities, we will hold the 2019 World Conference against A and H Bombs in August, upholding the theme, “For a Nuclear Weapon-Free, Peaceful and Just World”.
This year’s Conference, held on the eve of the year 2020, the 75th anniversary of the atomic bombing, has greater importance than before in meeting the aspiration of the Hibakusha to achieve a world without nuclear weapons in their lifetime. We sincerely call for your support and participation in this World Conference from across Japan and around the world.
The significance of people’s movement both in Japan and internationally, with the Hibakusha in the forefront, is increasing day by day. Being held in Hiroshima and Nagasaki, the World Conference has a unique mission to send out and appeal to the world the message of the Hibakusha that “humanity cannot co-exist with nuclear weapons”, their struggle for the abolition of nuclear weapons and the real damage and aftereffects of the atomic bombing.
With the strong backing of the Hibakusha and civil society, the Treaty on the Prohibition of Nuclear Weapons was adopted, and the number of countries that have signed and ratified the treaty is growing steadily. Also, within the nuclear-armed states and the “nuclear umbrella” countries, we are witnessing growing support to the treaty in their assemblies and among the public. The nuclear-armed states and their allies are turning their backs on the prohibition of nuclear weapons, but they are clearly in a minority.
The stance of the nuclear-armed states is being strictly questioned. We denounce their new nuclear armament and preparation for the use of nuclear weapons. The nuclear weapon states must sincerely listen to the overwhelming public voices in support of a nuclear weapon-free world, and deliver what they themselves have promised in the processes of the NPT Review Conferences to achieve the elimination of nuclear weapons.
The World Conference will be a place to build a broad international cooperation between public organizations such as international agencies and national/local governments, and the grass-roots and civil society movements internationally, including the Hibakusha and nuclear victims. In preparation for the 2020 NPT Review Conference, let us develop greater global joint efforts at the World Conference to urge the nuclear weapon states to accept the nuclear weapon prohibition.
People’s voices and actions for peace and against nuclear weapons abound also in the Korean Peninsula, and the second US-DPRK Summit is to be held at the end of February. Let us strengthen the grass-roots solidarity in Asia in support of the denuclearization of the Korean Peninsula and the creation of a peace system there.
The Abe government has taken the attitude unbecoming of a government of the A-bombed country, dangerously following the nuclear strategy of the US Trump Administration and relying on the “nuclear umbrella”, which is actually a policy to use nuclear weapons. However, more than 8.3 million people have appended their names to support the “Hibakusha Appeal” international signature campaign, and more and more local governments have adopted the resolutions to urge the Japanese government to sign and ratify the Treaty on the Prohibition of Nuclear Weapons.
The 2019 World Conference will strive to build up crossover cooperation with various organizations and develop a nationwide movement against A and H bombs so that we can achieve a Japan that will join the TPNW and defend and value the Constitution.
We have less than 6 months before the opening of the World Conference. Let us start the preparation for sending your representatives to and/or participating in the Conference, which holds the key to its success. The participation of young people and women is also crucial. We sincerely call on you to work together to develop a grand movement for the abolition of nuclear weapons towards the 75th anniversary of the atomic bombing.
